It's not. It's older. Dark_AleX made firmwares named OE previously, now he goes under the name of M33.

OE-C does NOT mean "not fully made technology" you fucking twat, it means "Open Edition, revision C" and nothing else. It's not illegal and it's not "not fully made technology".
And if you did some goddamn research you would find that apart from this video being 1 year old, M33 is the same developer who did the OE firmwares.

isnt m33 the better? 5.00 m33 is out...but it has tons of bugs. im comfortable with my 4.01m33-2

Sure it is! But you have to remember that this firmware and the video are a year and a half old. I have installed 5.00 M33 but not really tried it out very much. But I like the sleep timer function for 5.00 and that's something I've been wanting for some time. What did I have to lose? ;)

Haha, no problem! You see, SOMETHING must be wrong if it doesn't work. Usually, it's because people haven't read the guide but this time it was obviously something else. When programs bug out on you, checking the folder setting usually does the trick ;)

Maybe it has something to do with your "Game folder" setting in recovery? Try changing that setting around, maybe it will help.
As far as I know, the DXAR file is unique for every PSP so it won't work on others. But I'm not sure. =/
