how come when i put the theme on my psp and it works but all thats different if the background image and the main images across, so there is nothing different to the icons like USB connection and theme settings. How come?

wen i make my icon photo 48 width 48 hight it just takes a section of my photo not the hole thing is there a way to srink the photo so i get the full photo in there
