I have custom themes on my PSP and I didn't need custom firmware. Themes that I have are custom icons and backgrounds that I put onto the PSP. There are different kinds of custom themes, such as only the icons and gackgrounds. There other themes that change the entire look of the PSP but that type of custom themes could brick your PSP. It's best to just change the icons and backgrounds for the safe custom themes without custom firmware. You don't have to mod your PSP or do any of that.
