Well back then 3 GB was considered quite a bit of space and the net wasn't near as graphical as it is now, and pictures & music weren't memory hogs like they are today because people were still using VHS and audio tapes - though some were using audio CDs and DVDs didn't take off as the main video medium until 2000 - simply put people didn't need as much space back then as they do now.
