It's how you can tell them apart. It's the same as a collar, and gets them accustomed to wearing one. It's not meant to be mean at all.

when my dog wus a pup she loved playing around in buckets :P she'd go crazy at the sight of them and keep on ravaging until she would either get food/walked/too tired to continue, lol
