Its something you get from a quest NPC in azshara, and it doesnt take 7 hours, in fact i think there are only around 4? runes to be doused, not sure about that. the item has an hour cooldown, but multiple people can use them. so if you bring 7 people and each person has one you can get them all

You need Aqual Quintessence or Eternal Quintessence to put out the fires that help summon him, and if every one in the raid has one its no bug deal.
