In order to get Varrock Armour 3, you must have completed ALL of the Varrock Diary difficulties, so yes, you must obtain Varrock Armour 1 and 2 before receiving 3

You must talk to Rat near his broken cart southeast of the center of Varrock (outside of city, on the path from Lumbridge to Varrock)

You must have your kitten catch 100 rats before it grows up and talk to Gertrude in order to get your Cat Training Medal...if you like it, you can get it stacked by dropping your current Medal and asking her for another

euhm.. this question is about varrock armour 2.. so do i need to finish a quest or talk to someone to get cat training medal?
